Create primitive weapons deer hunting opportunities.

Suggestions have been made to:

a. create a separate primitive muzzleloader season.
b. define traditional muzzleloading primitive weapons as those that allow only a single shot, flintlock, or percussion, open or iron sights (Civil War type musket), patched round ball or hollow based Minnie ball
c. have the primitive weapons season prior to the regular muzzleloader season
d. have the primitive weapons season during the second week of the current muzzleloading deer season
e. have the primitive weapons season for several weeks in January.
