Board of Game and Inland Fisheries Meeting

The Board of Game and Inland Fisheries will meet and intends to: receive reports from the Board committees on Education, Planning and Outreach, on Finance, Audit and Compliance, and the Wildlife and Boat Committee; elect the 2008 Board of Game and Inland Fisheries Chairman and Vice Chairman; receive a presentation from department staff on the Apprentice Hunting License Program; receive and consider staff's recommendation for the process and schedule for the 2008-2009 Hunting and Trapping Periodic Regulation Review and Amendment Process; and hear public comments on non-agenda items. The Board intends to consider for final adoption currently proposed amendments to the deer and bear regulations. The proposals would eliminate the requirement that the ignition of muzzleloading guns used for hunting deer and bear be only of the flintlock or percussion type, thereby allowing all types of ignition systems, including electronic ignition, to be used on muzzleloading guns for hunting. The regulatory actions were proposed by the Board on April 1, 2008, published in the May 12, 2008 Virginia Register of Regulations (Volume 24, Issue 18), posted on the internet at www.dgif.virginia.gov, and summaries were advertised in newspapers. A public comment period on the regulatory proposals opened April 8 and closed May 14, 2008. At the June 3, 2008 meeting, the Board will solicit comments from the public, at which time any interested citizen present shall be heard; it will receive staff's recommendations regarding final adoption of regulation amendments; and it then will determine whether the proposals made on April 1 will be adopted as final regulation amendments. The Board reserves the right to adopt final regulations and amendments that may be more liberal than, or more stringent than, the regulations currently in effect or the regulation amendments proposed at the April 1, 2008 meeting, as necessary for the proper management of wildlife resources and boating. The Board is exempted from the Administrative Process Act (§ 2.2-4002 of the Code of Virginia) in promulgating wildlife management regulations; it promulgates boating regulations under the authority of § 29.1-701 (E) of the Code of Virginia; and publishes all proposed and final regulations as required by § 2.2-4031. The Board may also discuss general and administrative issues, and hold a closed session at sometime during the meeting.
