Board of Game and Inland Fisheries Meeting

The Board of Game and Inland Fisheries Meeting will be held on April 1, 2008 beginning at 9:00am. The meeting will be held in the Board Room located at 4000 West Broad Street. The Board will receive reports for the Board committees on Education, Planning and Outreach; Finance, Audit and Compliance and the Wildlife and Boat Committee. The Nominating Committee will present its slate of candidates for the officer positions (Chairman and Vice Chairman) for 2008-2009. The Board will receive staff's recommendations for final adoption of the final regulations: Muzzleloader Regulation-4 VAC 15-90-80 (part G); Wildlife regulation change for Northumberland County and the Boating Safety Education Regulation. The Board intends to consider for final adoption regulation 4VAC15-410. Watercraft: Boating Safety Education, and an amendment to 4VAC15-270. Game: Firearms that would rescind section 4VAC15-270-50. Use of certain firearms prohibited in Northumberland County. The regulatory actions were proposed by the Board on January 22, 2008, published in the March 3, 2008 Virginia Register of Regulations (Volume 24, Issue 13), posted on the internet at www.dgif.virginia.gov, and summaries were advertised in newspapers. A public comment period on the regulatory proposals opened January 31 and closes March 13, 2008 for the hunting firearms amendment and March 16, 2008 for the boating safety education proposed regulation. Comments submitted on all regulatory proposals must be in writing; must be accompanied by the name, address and telephone number of the party offering the comments; should state the regulatory action desired; and should state the justification for the desired action. Comments should be entered into the online comment system at www.dgif.virginia.gov, or they may be mailed to Department of Game and Inland Fisheries, Policy Analyst and Regulatory Coordinator, 4016 West Broad Street, Richmond, Virginia 23230, or emailed to regcomments@dgif.virginia.gov. At the April 1, 2008 meeting, the Board will solicit comments from the public, at which time any interested citizen present shall be heard; it will receive staff's recommendations regarding final adoption of the boating regulation and hunting firearms regulation amendment; and it then will determine whether the proposals made on January 22 will be adopted as final regulations. The Board reserves the right to adopt final regulations and amendments that may be more liberal than, or more stringent than, the regulations currently in effect or the regulation amendments proposed at the January 22, 2008 meetings, as necessary for the proper management of wildlife resources and boating. The Board also intends to consider staff's recommendation to propose an amendment to regulation section 4VAC15-90-90. Game: Deer. Muzzleloading gun hunting, pertaining to the ignition systems of muzzleloading guns allowable for use for hunting deer. The Board is exempted from the Administrative Process Act (§ 2.2-4002 of the Code of Virginia) in promulgating wildlife management regulations; it promulgates boating regulations under the authority of § 29.1-701 (E) of the Code of Virginia; and publishes all proposed and final regulations as required by § 2.2-4031. The Board will hear the public's comments on non-agenda items and receive a brief update on the Hunting with Hounds Study. They may also discuss general and administrative issues, and hold a closed session during the meeting.
