Financial Summary: Fiscal Year 2014


Since its funding sources support a range of programs, the Department uses a programmatic budget, divided into four distinct functional areas derived from its mission:

  1. Environmental Diversity
  2. Recreation
  3. Education
  4. Administration

The Department's budgeting is done within the structure developed by strategic planning efforts started in 1990 by the Board of Game and Inland Fisheries. These programs are managed by administrative divisions of the agency. These administrative divisions reflect the specific disciplines that bring knowledge, skills and abilities necessary to address the attainment of goals and objectives of the agency programs.

Environmental Diversity: $24,073,710.23

The environmental diversity functional area is a set of programs designed to support the mission of the agency "To manage Virginia's wildlife and inland fish to maintain optimum populations of all species to serve the needs of the Commonwealth." This area is comprised of habitat management work done for game species such as deer, turkey, and quail, and population & habitat management work for nongame species which include birds, reptiles, freshwater mussels, and more. Efforts in this area also include environmental protection and the management of wildlife-related data.

Wildlife & Boating Related Outdoor Recreation: $27,922,930.34

The recreational functional area is a set of programs to support the mission of the agency "To provide opportunity for all to enjoy wildlife, inland fish, boating and related outdoor recreation." Efforts supported by this category include hunting, fishing, wildlife watching programs, facilities management, and associated law enforcement.

Education: $5,613,584.44

The education functional area is a set of programs to support the mission of the agency "To promote safety for persons and property in connection with boating, hunting and fishing" and "To provide educational outreach programs and materials that foster an awareness of and appreciation for Virginia's fish and wildlife resources, their habitats, and hunting, fishing, and boating opportunities." This area includes hunter education, boating education, outdoor education, and public outreach such as Virginia Wildlife magazine and Project WILD.

Administration: $7,437,966.85

The administration functional area is a set of programs to support the goal of the agency "To improve agency funding and other resources and the management and effectiveness of all resources and operations." This area covers Department-wide administrative activities that ensure compliance with human resources, procurement, accounting, technology, and other policies, and also includes land acquisition, maintenance of office facilities, Law Enforcement Academy activities, law certification training, and other activities.

The administrative structure of the agency is divided into:

  2. Wildlife Resources
  3. Law Enforcement
  4. Human Resources
  5. Planning and Finance
  6. Legislative and Policy
  7. Infrastructure
  8. Agency Outreach

These administrative units are represented by a cost code structure in the financial systems of the agency. Within any functional area, all of the disciplines will apply their specific knowledge, skills and abilities at an appropriate level to obtain the goals and objectives of the programs.

For example, in order to provide hunting programs to the public that protect the interest of wildlife and land owners, resource managers from the Bureau of Wildlife Resources prescribe habitat manipulations, collect and analyze data and prescribe regulations within parameters that protect the wildlife populations. Enforcement personnel evaluate regulations for enforceability, enforce the regulations and manage education programs for hunters so they can better understand the regulations. Agency outreach personnel are involved in developing effective means of informing the hunting public of the regulations and programs available, the outlook for recreational programs and the potential areas for recreational opportunities. The administrative personnel are responsible for managing the licensing programs and handling the data necessary for enforcement of licensing regulations and education programs.

No program of the agency is conducted within only one discipline. It is the appropriate mix of personnel and resources from all the specific disciplines that delivers effective programs to the public, and protects the wildlife resources and the interest of the landowners in the Commonwealth.
